Plenary Session: Organic production: date of application and certain other dates
Organic production: date of application and certain other dates (C9-0286/2020)
I voted in favour of this Commission proposal, an initiative the came from the Greens/EFA.
In May 2018, regulation 2018/848 on organic production and labeling of organic products was adopted, after the longest trilogues in the history of co-legislation. The adopted application date was 1 January 1 2021.
However, due to difficult negotiations and COVID-19, some of the delegated and implemented acts can only be published at the end of the year. At the same time, the COVID-19 pandemic completely disorganized organic control and certification bodies, which are now more than 6 months behind in their controls. These bodies informed the authorities that they would not be able to modify all of their control plans and documentation in time without creating an unacceptable risk of errors in controls. In order to prevent the new regulation from passing without having all the necessary rules in place and without the respective services being able to meet the needs, the Commission proposed, at the request of the Greens/EFA, through the rapporteur Martin Hausling, to postpone the date of application in 12 months.
