Report on the Commission's 2023 report on the rule of law
I voted in favor of the report on the Commission's 2023 report on the rule of law.
The founding values of the European Union - democracy, the rule of law and fundamental rights - cannot be taken for granted. They are the very precondition of our freedom, security and prosperity and therefore deserve our defense.
For the first time, Parliament's report contains reflections on the situation in specific Member States. Most of Parliament's recommendations are based on the reports of recent years and Parliament recognizes some progress in the Commission's attitude. Still, the annual report should be a useful exercise and not a description of issues. The Commission has already introduced country-specific recommendations and the assessment of compliance with these recommendations, but it is not enough. The use of euphemistic language and the artificially equal number of conclusions and recommendations per Member State hide the very real differences between Member States. Parliament expects the Commission to indicate solutions for each concern and to ensure adequate follow-up, including infringement procedures, procedures under Article 7 TEU, procedures relating to budgetary conditionality, etc.
