Notification under the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)
I voted in favor of the report on the notification to Union-based aircraft operators of offsetting under a global market-based measure. The Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) is a global market-based measure aimed at limiting emissions from international aviation, agreed by the International Civil Aviation Organization (ICAO) in 2016. CORSIA is designed to run until 2035, starting with a pilot phase from 2021 to 2023, followed by its first phase from 2024 to 2026, both phases being voluntary. All EU countries decided to participate in the voluntary phase of CORSIA from the outset. The EU must fully implement the obligations arising from CORSIA. This scheme, however, is not producing any emission reductions and is unlikely to do so in the near future. Therefore, in parallel to putting pressure on international partners to strengthen this scheme, the EU must extend its own emissions reduction scheme, the ETS. Aviation must finally start contributing its fair share to the GHG emission reductions needed to meet the Paris targets.
