Major transport infrastructure projects in the EU
Strasbourg, 13 June 2023 - I voted in favor of the report on “Major transport infrastructure projects in the EU: project implementation and monitoring and control of EU funds”. Large-scale projects play a key role in transport networks, providing major socio-economic benefits, creating and maintaining jobs, improving productivity and competitiveness, strengthening infrastructure and affecting citizens' daily lives. Therefore, effective monitoring and control, as well as sound financial management of these types of projects, are one of the keys to their successful implementation.
The report expresses valid concerns that while the EU carries out systematic ex-post evaluations of programs, the Commission has not carried out, nor required project promoters to carry out, systematic ex-post evaluations of individual large transport projects co-financed by the EU. This situation needs to be changed in order to increase transparency about the effectiveness of projects and to learn lessons for future major infrastructure projects. The Group of the Greens also stresses the need to ensure more efficient and environmentally friendly cross-border transport networks and connectivity, including through greater availability of international night trains.
