I voted against the CAP Strategic Plans report because its content contradicts the European Union's environmental, social and animal welfare objectives. The worst of the Strategic Plans damage lies in the so-called 'green architecture': the final report was approved with reduced conditionality (the rules that all farmers have to respect in order to have access to CAP funds); ecoschemes are voluntary for farmers and are no better financed than current green measures; environmental expenditures in the second pillar are diluted by the inclusion of measures for Natural Zones. In addition, there was no amendment adopted regarding the goals of the Farm to Fork or the Biodiversity strategies. Thus, the gains in net results for the environment, biodiversity, and climate of this new CAP will be minimal.
